Background
The Norwegian government has announced that these actions are just part of their phase 1 work. They will most likely come with a revised phase 2 package within the coming weeks, and are "prepared" to "act quickly". The Norwegian Parliament (Storting) have met and agreed on COVID-19 countermeasures at 16, 19 and 21 March, 2020. A detailed overview of what was proposed when is available here.
